Cette infrastructure n'était plus capable de couvrir les soins nécessaires à la population compte tenu de l'insuffisance des locaux pour abriter les soins, insuffisance du personnel qualifié et un équipement requis pour répondre aux besoins réels de la population. Appuyé par l'Eglise Anglicane au Rwanda Diocèse de Shyogwe, ces activités étaient fondées primaires, en impliquant la communauté et en collaborant avec les responsables administratifs locaux et autres secteurs connexes à la santé tels que l'agriculture, l'environnement, l'éducation, les structures organisationnelles féminines, la jeunesse et le secteur privé, agissant dans le secteur Shyogwe, cellule MUBUGA ,Village de MATSINSI et s'inscrivant dans ce cadre de la collaboration intersectorielle et de partenariat pour le bien être physique, social et mental des personnes.
